However, viewed another way, it is valid to question whether there is consensus on exactly what homeland security even is. The fact that there are hundreds, even thousands, of initiatives in homeland defense proves very little about their universal relevance to what might be described as core missions. Shortly after 9/11, it seems improbable that livestock, corn, avian and swine flu, the Internet, and telecommunications would be the vernacular and purview of the homeland initiative. Prior to 9/11, the principles and practices of homeland defense were rather narrowly constructed.
