ABSTRACT

It is an understatement to say that local policing across the United States was adversely affected by the 2007 economic downturn (Melekian, 2012b). Hilsenrath, Ng, and Paletta (2008) described the economic downturn as the worst economic and financial crisis in 70 years. The downturn placed pressure on state and municipal budgets that subsequently resulted in cuts to police agency funding (Police Executive Research Forum, 2009, 2011).
