ABSTRACT

In almost all respects, except as noted below, the DWSRF operates just like the CWSRF, and in most states, the two programs are staffed by the same office. Like the CWSRF, the states must prepare annual Intended Use Plans (IUPs) to demonstrate how their funds will be allocated. These IUPs are submitted to EPA. Then, again, as is the case with the CWSRF, the states must prioritize the applications they receive and prepare a project prioritization list. The DWSRF also has the capability to make direct loans, guaranty loans, purchase local obligations, provide for insurance for local debt, and invest its funds.
