ABSTRACT

This chapter is the first of three that examines critical incident management from the perspective of operational, tactical, and strategic command, respectively. We begin with operational command—the middle ring of the three spheres of the critical incident management model—because this sphere provides the best context to understand the basic principles of incident management in action.
