ABSTRACT

This chapter describes the first step in the systematic improvement planning (SIP) pattern: organize the program and investigate the current Status by data analysis. In this step, the operational environment of the organization is evaluated in general terms and the organizing program and other related issues are determined. External conditions are determined—basic assumptions or other related issues that need to be considered. Planning issues is an explanatory stage—who is responsible for what until when, mandatory issues of the duty or under which constraints the planning will be made. Team members should include people who are most likely to be directly affected by the improvement program results and are capable of making improvements. Decide who will be the program sponsor, program manager, program office members, and unit managers. Planning issues should be explanatory—mandatory issues, constraints, and proposed solutions. This comprehensive study's main output is, no doubt, to provide an overall clear picture of the current status of the business.
