ABSTRACT

The 1984 targets of the WHO Regional Office for Europe (EURO) were all expressed in terms of reducing poor-rich disparities. Much of this came under the familiar remit of Health for All by 2000 (HFA 2000). Whitehead (1990) stated: 'Equity requires reducing unfair disparities ... and ... pursuing equity in health and health care development means trying to reduce unfair and unnecessary social gaps in health and health care.'
