ABSTRACT

Designing an incident reporting system should begin by developing an understanding of the needs and priorities of the end users. This chapter describes a step-by-step process for identifying their needs and priorities, and translating them into design requirements for a new incident reporting system. The process involves gaining consensus from end users on the characteristics of incident reporting systems that they consider to be most important, and then developing design requirements based on these characteristics. The application of the process during the development of understanding and preventing led outdoor accidents data system (UPLOADS) is used to practically illustrate each step. The design requirements should be developed in collaboration with end users to ensure that they meet their needs and expectations. The chapter concludes with the design requirements identified for UPLOADS based on the needs and priorities of end users, as most of them are relevant to the design of incident reporting systems in any domain.
