ABSTRACT

This chapter examines the processes involved in the supply of new housing. It begins with an overview of the residential development process and the characteristics of different national housing supply systems. The chapter examines the techniques available to governments to be able to judge whether enough housing exists and whether trends will be adequate to achieve requirements. Housing supply can be an important focus for government housing policy. Land is an important element of the housing supply system. Governments in most countries are key players in the supply of land, and M. Ball argues that differences in government approaches to the regulation of land are a major factor in differences in the housing supply systems of countries. Each country has an individual housing supply system that varies in terms of the agents involved and their relationships and motivations which are major elements in the housing regime.
