ABSTRACT

This chapter presents a brief review of urban land administration paradigms in selected jurisdictions around the world. It describes the elements of urban land administration in the state of Victoria in Australia. The chapter introduces three-dimensional (3D) spatial data models adopted in digital urban land administration. The foundation of a digital paradigm for urban land administration can be achieved by adopting a 3D spatial data model, since they provide a coherent structure for storing 3D digital data in land and property management systems. The legal definition of arrangements and boundaries of 3D rights, restrictions, and responsibilities spaces plays an underpinning role in urban land administration practices devised by a jurisdiction. Malaysian urban land administration practices use two types of plans for managing multilayered properties: strata plans and stratum plans. Stratum plans provide a volumetric representation of underground properties. Land administration in the Netherlands adopts a deed-based approach for registering and managing properties.
