ABSTRACT

This chapter introduces the technical standards as preliminary to the National Environmental Policy Act process implementation. It addresses the technical aspects of the statutes as defined by the various environmental protection and enforcement agencies of the government. The chapter presents the methods by which the goals of environmental statutes are translated to technical and measurable regulations and standards which can be implemented. The Code of Federal Regulations is a codification of the rules published in the Federal Register by the executive departments and agencies of the federal government. The objective of the Safe Drinking Water Act is to insure that the drinking water used by any person in the US is safe and will not injure the health and safety of the person. The US Environmental Policy Act has the statutory responsibility of translating the objectives and requirements of the various environmental protection statutes to the real world by giving an implementable technical definition to the requirements.
