ABSTRACT

Plant quarantine regulations in order to be effective have to be based on sound scientific principles. The quarantine regulations, publicity, surveillance, and eradication of diseased trees prevented the pathogen from being established in Southeast Asia. Quarantine regulations and continuous monitoring of the disease have resulted in restriction of the disease in Nilgiri areas so far. One of the basic tenets of plant quarantine is that the larger the landmass covered by uniform quarantine regulations, the greater the protection to any area therein. Since then most of the countries have formulated quarantine regulations. The regional organizations are concerned with the coordination of legislation and regulations within their area, agreement on the quarantine objects, inspection procedures. The seed lots/samples must be examined by using prescribed, sensitive and reliable methods for detection of pathogens listed under plant quarantine regulations. Management of plant diseases refers to prevention of infection or to a reduction in incidence and severity.
