ABSTRACT

In addition to the regulatory clones promulgated at the state level are the myriad obligatory, enabling local ordinances. Regulatory management is founded on the twin concepts of a proactive approach and the preemption of problems. The proactive/preemptive concept is the difference between being controlled and being in control. Regulatory management embodies a decided preference for real solutions — for substance over form. Of interest are approaches that achieve results in the actual application, not just on a checklist or in desktop theory, or just in a courtroom. Regulatory management advocates a positive and symbiotic relationship between regulator and regulatee that actively pursues jointly developed approaches. Partnerships must be formed with the scientific community in order to facilitate the development of practicable technology, the tools of the trade. The overriding focus of regulatory management is to serve the best interest of the public.
