ABSTRACT

The Chief of Engineers manages and executes the Civil Works Program of the Corps of Engineers under direction and supervision of the Secretary of the Army. The environmental mission of the Corps of Engineers is to carry out the mandate of the National Environmental Policy Act of 1969 (NEPA). The objectives of environmental are to preserve unique and important ecological, aesthetic, and cultural values of national heritage and to create new opportunities for the American people to use and enjoy their environment. Environmental protection is an equally important consideration in any agency decision and ranks high in national value. The Council on Environmental Quality is responsible for administration of the environmental impact statement (EIS) process throughout the Federal Government. The role of the courts was probably the single most influential factor determining evolution of the EIS process and implementations of NEPA exists in the Corps of Engineers.
