Project controls were customarily represented in academia with a triangle and included cost, schedule, and quality. The triangle is of course a very strong geometric shape, but in our project management added a fourth side to the triangle – for safety – to create the controls diamond. Document control has been added as a fifth dimension, and is reflected in the controls house. Project-specific quality control (QC) plans are developed during the preconstruction phase or project start-up to document the QC organization and procedures to be used on the project. QC inspectors may be specified on large contracts or for complex projects. The Occupational Safety and Health Administration have the responsibility for establishing safety standards and enforcing them through inspection of construction worksites. The key to a proactive safety control program is accident prevention. This is accomplished by identifying all the hazards that are associated with each work activity and developing plans for eliminating, reducing, or responding to these hazards.
