ABSTRACT

Project owners, or clients, employ general contractors utilizing either a bid or a negotiated approach; people refer to this process as "procurement." Public owners, such as government agencies, use public solicitation procurement methods. A negotiated procurement process is entirely different than the bid process. Negotiated projects are awarded based on any selection criteria the owner chooses. Construction manager/general contractor (CM/GC) accounting public works project is being built under the (CM/GC) or CM at risk procurement method. This is also known by some as GC/CM. Many public entities such as the federal government, public universities, and cities and states are evaluating alternative procurement methods in an attempt to avoid the negative claim atmosphere that currently surrounds lump sum bidding. The client, architect, and professional owner's representative team all agreed that bringing a negotiated general contractor on board early during the design process was the best procurement method for Negotiated project.
