ABSTRACT

The previous chapters have focused entirely on the historical journey of VfM, from its appearance in the political arena, through its many deliberations, and growth from concept to legislative standard. Chapter 3 now moves away from the historical recount to look at the individual stakeholders. The premise of this book is that true VfM can only be achieved when all of the stakeholders achieve their aims and objectives from having been involved in a project. In order to ascertain the aims and objectives of each stakeholder group, this chapter looks at each sector individually, to understand the roles and responsibilities involved and to try to ascertain what incentivises each stakeholder group to become involved in a project in the first place. Once the incentives are understood, and identifies the driving forces behind those incentives, the aims, objectives and project expectations can be identified. It is the eventual achievement of the aims and objectives of stakeholders from both an individual and collective perspective that VfM can be said to have been achieved.
