ABSTRACT

Stakeholders in civil society act as both a source of customary law and the secret weapon for effective implementation of law by exercising their political will. Stakeholders can also serve as social partners that can support implementation efforts through social media, outreach, and knowledge sharing and include trade associations and professional societies as well as governments. The concept of voluntary compliance by corporations under laws addressing big-ticket items such as environmental health, workplace safety, products liability, and health care delivery poses a dilemma for policymakers. The blueprint for operationalizing precautionary principles under law is the so-called right to know about adverse health impacts of exposure in the workplace and in the environment. The Seoul Declaration on Occupational Safety and Health recognizes that the positive ramifications of sound safe and healthful work for productivity, economic development, and social development, are a "societal responsibility," benefiting society as a whole.
