ABSTRACT

The performance of new systems capabilities for govern-

ment agencies and industry are often examined using simu-

lators. The simulators provide insight into how the new

capabilities will perform. Typically, these simulators shed

little light on reliability, complexity, and other software

engineering aspects of the proposed changes. The correla-

tion between the complexities of the proposed capabilities

with that of an earlier system version can be used to bound

the new system’s trustworthiness, performance, schedules,

and costs.
