One of the most important areas in the study of public administration and public policy is

decision making, how decisions actually get formulated and made. There are a number of well-

known models that have been developed. Many ways, not the least of which is being awarded

an entire section in the massive Handbook of Public Administration (Rabin et al., 1998),

exemplify the importance of decision making. The subject is covered in basic textbooks on

both public policy (Anderson, 1997) and public administration (Rosenbloom and Kravchuk,

2005). In his well-known textbook, Thomas Dye speaks of various models of policy making

(Dye, 1987).
