ABSTRACT
The completion of the construction phase brings to the forefront the most critical, and in many cases the most stressful, phase of project execution: The effort to complete a facility and execute an effective start-up requires a central shift in the execution philosophy of the project from a building approach to a systems approach. The activity referred to as commissioning focuses on maximizing the efficiency and effectiveness of the start-up effort, providing support for the validation effort through integrated testing and documentation; it also provides evidence to support compliance with GMP.
