ABSTRACT
In estimating Y by a design-based estimator, a choice among competing strategies ( p, tp) is made on considerations of the magnitudes of |Bp(tp)|, V p(tp), and Mp(tp), each required to be small. Once a choice is made and a sample is drawn and surveyed, it is customary to report an estimated value vp of V p(tp) along with the value of tp.
