ABSTRACT

The assessment and problem identification phase helps the partnership and stakeholders find out what is happening. An objective of this phase is to provide stakeholders a grasp of the environmental setting and a qualitative understanding of watershed conditions and problems. The partnership oversees the uncovering of concerns, gathering and analyzing information and data, documenting data and management decisions, and developing an overall goal. It starts with an inventory. Assessment means evaluating available data and information to describe the resource condition and then making a judgment on that condition.
