ABSTRACT

The term “stormwater management” can take on as many different meanings as there are stormwater management programs. Some are narrow, single-purpose programs, while others are broad, basin-, or political-entity-wide. As we saw in the last chapter, all are in transition. There are also a number of general and specific ways to group the various functions and components of stormwater management for consideration. A stormwater management program may have many or few of these components, and each of these components may be well or poorly developed. We will look at several ways to understand and specify stormwater management prior to providing a method for beginning the assessment process for stormwater management. When combined with the Five Whys approach of the previous chapter, these simple tools become powerful ways to assess stormwater programs.
