ABSTRACT

Stormwater management is rarely and then only temporarily the highest priority program within most municipalities. Unless a home or property is affected by flooding or drainage problems, other services provided by the municipality are much more important and will obtain more support from local politicians. If flood awareness is high, psychological factors could increase a temporary willingness to pay (Thunberg and Shabman, 1991). But, this is not generally true for the whole of the municipal population.
