ABSTRACT
Water, sewer, and stormwater infrastructure managers encounter many legal and regulatory situations as they plan, design, construct, and operate systems. Thus, laws and regulations are important factors in infrastructure integrity. Highly regulated industries are driven more by law and regulations than they are by business pressures. In addition to laws that authorize and place rules on services, society is litigious, and the legal system is often used to resolve disputes.
