ABSTRACT

After evaluating the industry-initiated Responsible Care program, a study of a government-initiated program will help to evaluate differences in the program approaches. Project XL is the most mature government-initiated environmental self-regulatory program. It has been touted by the EPA as a bold step for giving flexibility to industry as part of its reinvention program; therefore, a study of this program should result in an interesting contrast to an industry-initiated program. The study will cover the history of the program, eligibility for participation, program elements, and an examination of the benefits and criticisms of the program as well as an evaluation of lessons learned about its use as a self-regulatory program.
