ABSTRACT

Many have wondered why the EPA has never developed a similar program to the OSHA Voluntary Protection Program (VPP). On the surface, the VPP seems to have all the elements that would be attractive to industry and government, especially more cooperation and better results. The closest environmental endeavor to the VPP was the self-regulation initiative developed by EPA Region I called StarTrack. Although the StarTrack experiment has ended, there are some attractive concepts that demonstrate the pitfalls and benefits of an environmental self-regulatory program.
