ABSTRACT
Determining the significance of a potential environmental impact is both a complex problem and central to the National Environmental Policy Act’s (NEPA) goal of protecting environmental quality. A systematic and defensible procedure for determining the threshold of significance is also crucial as it dictates when an Environmental Impact Statement (EIS) is required, as well as the depth of study of each issue within an EIS.
