Introduction

If every person who creates, handles, or manages hazardous waste was sufficiently knowledgeable, motivated, capable, and unfailingly trustworthy regarding roles and responsibilities, regulation of hazardous waste management would not be necessary. Unfortunately, we live in an imperfect world, and it has become obvious that the practice of hazardous waste management must be regulated. Clearly, if a regulatory agency is to regulate something, there should be an unambiguous means of identifying and describing that something which is to be regulated.
