ABSTRACT
Highway construction has evolved over the years and as with any industry today, has become fairly
sophisticated. Expectations of the tax-paying citizen with respect to quality, schedule and budget have
also risen over time. Technology, and modern machinery have raised the level of skill sets required to
understand and manage highway construction projects. The skill set required varies based on the nature
and complexity of the project; differences between new construction and reconstruction projects; and
differences for projects in urban settings and those in rural regions.
