ABSTRACT
The previous chapters discussed in depth how highways are planned, financed design and constructed.
Once the highway with all the different elements has been constructed it must be managed and
maintained. Chapter 17 (Highway Asset Management) deals with the management of the highway as an
asset, while Chapters 18 (Pavement Management System) and 19 (Highway Condition Surveys and
Serviceability Evaluation) cover the management and assessment of the pavement.
