Highway pavement condition deteriorates with time due to one or more of the following factors: design

inadequacies, traffic loading, material ageing, construction deficiencies, and environmental forces, etc.

A typical deterioration trend of pavement condition with time may be seen in Figure 19.1, assuming no

maintenance treatment is applied. As can be seen from Figure 19.1, it is important for a pavementmanager

or engineer to know the condition of its pavements at various stages of their lives to plan for maintenance
