ABSTRACT
Imagine that your neighbor has just returned home from work and she finds her husband, apparently dead, at the bottom of a flight of steps. She tries to arouse him, but cannot, so she calls 911. Along with the emergency medical technicians, the police also respond as they often do when 911 is called.
