In that same article in 1993, Valentino reports the results of study and work with major corporations, and says, “We often find that there are as many as 300 initiatives, that up to 40 percent of managers’ time is taken up with ‘programs’ of one kind or another; that many have no identifiable benefits; that those that do, lack a system for measuring whether they are delivering the benefits, and that very few programs have a time limit. All of which shows there is an appetite for change, a lot of uncoordinated energy, but no discernable movement in any direction.”
