ABSTRACT

Th e concept of continuity of operations (COOP) planning (similar to business continuity planning [BCP]) and how it relates to contingency capacity planning of the transportation system Fundamental concepts surrounding the reasons for implementing COOP and BCP contingency plans Methods for implementing response and mitigation and recovery of the system if degraded or compromised How COOP and BCP contingency planning and supply chain management are an integral part of the system

Th e transportation system’s value, as a provider of a key service across so many other critical infrastructure sectors, lies not in the protection of a single asset but from the system’s capacity to deliver services. Th is relates directly to activities such as BCP and COOP. For the critical infrastructure protection (CIP) security professional, the sole valid approach to transportation security is to look at the entire transportation system and not just at any one particular node or piece of infrastructure.
