ABSTRACT

Th e transportation system operates not as a single entity but as a collection of communities in varying states of competition. Th e creation of trusted networks of nodes and conduits uses common criteria through the process of certifi cation, accreditation, and registration and licensing facilitates capacity management. Certain variations of risks, safeguards, and vulnerabilities are allowed to operate within the system. Although risk can never be totally removed from the system, the fact is that when risk is understood it becomes more manageable across tactical, operational, and strategic levels.
