IT budgets have been on the rise every year for the past decade. Research indicates that global spending for IT, that is the complete operating budget for IT goods and services purchased as well as internal budgeting for IT, has increased at rates of 5 percent or above annually in recent years.1 Jed Ruben of Gartner reported spending on IT for 2006 increased by 6 percent on average for the year. Knowing whether IT spending is at a steady state, growing, or shrinking helps one to IT expectations and where your organization’s IT spending is in relation to the world at large.
