ABSTRACT

The discussions below cover a number of different areas from those specifically associated with HRA methods, techniques, and data connected to risk assessment. There are items covering organizational arrangements and the design of hardware. The headings below are not in any given sequence, but they do relate to the depth of the impact of HRA in the business of design and operation of plants in high-risk industries. It is pointed out that HRA is not just the selection of human error probabilities to fill a need in a PRA/PSA study. Because the reliability of humans affects both the economical and safe operation of plant, the HRA experts need a deep understanding of all aspects that affect the plant, from training to design and operation. The HRA expert needs to draw on the skills and knowledge of plant experts, including equipment designers. They also have to understand how plant management operates to understand how their decisions can potentially affect plant safety. The HRA experts should work closely with the rest of the PRA team so their views of the plant can be incorporated into the logic of the PRA, and it can reflect the real risks to plant operation.
