ABSTRACT
It is the first definition that is closer to our goal of laser hazard evaluation, assessing a person or situation for levels of risk. For not only does the LSO need to evaluate the hazard from the physical set up, but making a judgment of the individual users is also important. This determines how much the LSO will trust the users to follow controls.
