ABSTRACT

Background The PBS (project breakdown structure) at the end of Step 2 is really just a “skeleton of a project body.” The build-down of the PBS is simply adding further deliverables to make up a full deliverables set. In keeping with a body analogy, it adds the muscle, flesh, etc. The build-down step was added, after noting in repeated Step 4 sessions that at the beginning there was a period of little or no progress (plan development). The slow-down phenomenon was due to the lack of sufficient deliverables to plan the project. The addition of the build-down step before Step 4 and before the full planning team was deployed solved this problem.
