ABSTRACT
The Importance of Project Estimation Menlo Worldwide had been reworking its transportation and supply-chain management (SCM) system, known as EMCON, since 1996. Over time, the project size grew and the scope began to drift. Then, 9/11 happened and in its wake, the U.S. Transportation Security Administration (TSA) created the “known shipper” program to electronically match cargo to legitimate shipping companies.
