In order to determine if you or potential targets are being surveilled for attack, you need to study the potential surveillants. To do this, you need as much information as possible on the opponents who may conduct surveillance:
• Study the history of local terrorist surveillance and the recent surveillance history of international terrorist groups for indications about terrorists’ premission surveillance techniques.
