ABSTRACT

As this book, Advances in Biological and Chemical Terrorism Countermeasures, was being developed, the National Intelligence Council (NIC) of the United States of America issued a report in July 2007 indicating a heightened threat for terrorism in the United States and globally. Since its formation in 1973, the NIC has served as a bridge between the intelligence and policy communities of the United States and as a source of deep substantive expertise on critical national security issues (National Intelligence Council 2007). This most recent report by the NIC is a summary compilation of the intelligence assessments and projections from 16 different intelligencegathering agencies in the United States.
