ABSTRACT

Corruption and misconduct entail breaches of ethical standards. The previous chapters described different types of abuses without going into detail about the standards broken in the process. The current chapter focuses on these standards, and takes a more positive approach to the issue of police integrity by describing best practice in different areas of decision making. A written description of ethical standards and communication of those standards to police is a key component of a comprehensive integrity system. At a practical level, police cannot be expected to comply with ethical requirements if they do know what they are. Additionally, it is simply unfair to expect officers to follow rules they have not learned. Clear detailed standards should also help identify and stop management hypocrisy in issues of ethical leadership and discipline.
