ABSTRACT
Chapter Objectives This chapter provides readers with information and guidance on an abridged version of the Best Practices Model Services Contract (MSC) that may be used when relatively low contract prices and agency risks do not justify the more expansive MSC discussed in previous chapters. An abridged version of the Best Practices Request for Proposals (RFP) for use in conjunction with the abridged MSC is also presented to the readers. A discussion concerning advance planning for emergency operations is provided as it relates to contracting for services required during actual emergencies. A recommendation is made to award contracts in advance of emergencies to facilitate contracting for services during actual emergencies that threaten lives, property, and the continuance of essential government services. Additionally, there is a discussion and recommended solution for awarding contracts during actual emergencies for needed services that were not anticipated during the advance planning for emergency operations.
