ABSTRACT
Preface Capability is the ability to perform an action. For the purposes of this book, this ability is about identifying a framework of performance metrics, performance measurement, and performance management for assessing the effectiveness of actions in the military sustainment enterprise. Performance metrics are the units or standards of measure for the overall quantitative or qualitative characterization of performance. Performance measurement is the process of collecting, analyzing, and the proper reporting of the performance metric data to identify opportunities for system and process improvements. Performance management is the translation of the performance measurement data to useful information and the techniques that will be used to drive continuous performance improvement of the actions.
