ABSTRACT

National Security and Counterterrorism Policy Formulation: Transformational Issues and Challenges One of the difficulties a nation has in establishing policies to confront terrorist activities centers upon obtaining consensus on a policy that will embrace the political will of the state and the citizens. In a democracy such as ours, the formulation of national security policies on counterterrorism must meet the standards as set forth by our U.S. Constitution and its Bill of Rights. This chapter discusses the instruments of statecraft that permit both policy formulation and executive action and sets forth five major transformational issues and challenges that we must be prepared to address in the coming years.
