ABSTRACT

Large disasters such as hurricanes, droughts, and floods often cross jurisdictional and natural boundaries. These events wreak damage and destruction regardless of local, state, or national borders. Scientists are predicting that because of certain climate change impacts such as sea-level rise and the warming of the oceans, we can expect larger, more widespread disasters in the future. In order to reduce the impact of these types of events in the future, it will be necessary for community leaders to look past their local jurisdiction to county, regional, and, in some cases, internationalbased approaches.
