Executive Summary e saga of the Russian Business Network (RBN) is that of a small-scale operation that grew into “the baddest of the bad” Internet service provider (ISP), and then experienced a sudden disintegration. is is not to say that RBN’s leadership or the organization’s clients also disintegrated; instead, its ability to function so brazenly obstructed, RBN continued operations along the newer business model of diffuse operations across multiple, often nominally legal, ISPs.
