ABSTRACT

In recent years, the term “safety culture” has gained widespread use not only in the nuclear power industry but also in all other industries. Based on lessons learned from the Chernobyl nuclear power plant disaster in April 1986, this concept has been advocated by the International Atomic Energy Agency (IAEA, 1991). In 1991, the IAEA defined safety culture in the International Nuclear Safety Advisory Group’s report as “an aggregation of the traits and stances of organizations and individuals seeking to give nuclear plant safety the attention it deserves and to ensure safety” (IAEA, 1991).
